How do I make my WO server so people can RP with me?
Also do I have to have Hamachi? because It seriously messes up my internet.

Give them a code I think? I doubt many will join though, I cant it probably will mess up my whole laptop.

You don't 'set' an IP. You give it out. It can be dynamic IP but you'd have to re-mail that one. Check IPChicken.com for futher information

ok. But which IP's work? because I got an IP from that site and put it in the settings of the WO client and it says its offline.

If you don't have the port 2001 forwarded correctly in both your firewall and router (if you have either of them) it will say 'offline'. You have to run the server too of course but I think you did run it. You might want to ask google on how to port-forward since I can't tell you.
